1. General Information

Introduction

All government institutions subject to the Access to Information Act and the Privacy Act publish an inventory of their information holdings as well as relevant details about personal information under their control. The following can assist you in making an access to information or personal information request, or in exercising your privacy rights:

Some programs and activities, such as human resources and financial management, are common to most government institutions. These are known as internal services and they involve the following types of information:

Background

The Canada School of Public Service (the School) was created on April 1, 2004, when the legislative provisions of Part IV of the Public Service Modernization Act came into force. The School has been part of the Treasury Board Portfolio since July 2004. Operating under the authority of the Canada School of Public Service Act, the School was created from an amalgamation of the following three organizations: the Canadian Centre for Management Development, Training and Development Canada and Language Training Canada.

The Canada School of Public Service reports to Parliament through the Minister of the Treasury Board, who is the Minister responsible for the School.

Responsibilities

The School has the legislative mandate to provide a range of enterprise‐wide learning activities to build individual and organizational capacity and management excellence within the core public service. Using a broad ecosystem of learning products, delivery approaches, and an online learning platform, the School provides public servants with the foundational knowledge, skills, and competencies now in the future, to serve Canadians with excellence.

2. Institutional Functions, Programs and Activities

The Canada School of Public Service has a single strategic outcome: Federal public service employees have the common knowledge, skills and competencies to fulfil their responsibilities in serving Canadians. It achieves this outcome through its various business lines with the support of internal services.

The following is a directory of the School's classes of records, including the personal information banks associated with each one.

Public Sector Operations and Inclusion Branch

The branch is responsible for the design, content, curation, and delivery of learning for the Respectful and Inclusive Workplace, Indigenous Learning and Government of Canada and Public Sector Skills business lines. Additionally, it is responsible for Executive Learning, to support leadership development of the executive cadre as well as senior leaders.

Respectful and Inclusive Workplace

Diversity and inclusion are among the government's top priorities. This is why the School offers a number of learning products for all public servants to promote healthy and respectful workplaces. The School's Respectful and Inclusive Workplace program includes online, virtual and classroom training on products such as: harassment and violence prevention; occupational health and safety; unconscious bias; mental health; positive space; Gender Based Analysis Plus; systemic racism and discrimination and, accessibility.

Government of Canada and Public Sector Skills

This business line offers public servants learning opportunities related to the craft of government and how to work within a public sector context. We provide a variety of tools, courses, programs and events to meet the core learning needs of all public servants, whether they are new to the public service, working as a functional specialist or transitioning to a managerial position. The business line contains four streams:

  1. Public Sector Foundations focuses on learning at the foundational level for employees who are new to the public service (orientation), students and those seeking to maintain second language skills, as well as learning on machinery of government.
  2. Management Development focuses on learning solutions to strengthen the development of leaders, from newly appointed supervisors to managers.
  3. Policy, Programs & Services Communities responsible for all specialized learning related to the following functional communities: Communications, Evaluation, Policy, Regulation, and Service Excellence.
  4. Corporate Services Communities are responsible for all specialized learning related to the following functional communities: ATIP, Internal Audit, Finance, Human Resources, Procurement, Real Property, Materiel Management, Security/Emergency Management/Business Continuity Management Information Management, and Information Technology.

Public Service Orientation – Class of Records

Description: Information related to the Public Service Orientation courses and resources, which are delivered to all federal employees who are new to the public service, including deputy ministers, assistant deputy ministers and heads of federal agencies. Indigenous Learning

The learning on Indigenous realities offered at the School allows public servants to understand and explore the ongoing harmful impacts of colonialism on Indigenous Peoples and to see Canada's history through a new lens. The objective is to encourage reconciliation actions through effective working relationships with First Nations, Inuit and Métis in Canada, and help public servants understand the importance of working with Indigenous Peoples to co-develop federal policies and programs that reflect their needs and realities. The School offers a growing array of courses, events and resources, available online or in the classroom, on the history, cultures, and perspectives of First Nations, Inuit and Métis in Canada, as well as their long-standing relationships with the Government of Canada.

Professional Development Programming – Class of Records

Executive Learning

The Executive Learning team supports the development of dynamic, high-performing executives to meet the current and future needs of Canadians. To do so, the team designs, develops and delivers the School's Executive Leadership Development Programs and transition to role orientation programs. In addition, it delivers events and podcasts on topics directly linked to working reality of leaders in the public service; designs learning tools, and targeted course offerings on emerging topics, and leverages peer learning, coaching, leadership reflection and mentoring. In addition to collaborating with other School business lines in the development of executive courses and events, the team is also the lead for the Authority Delegation Training, which is learning targeted to both executives and non‑executives.

Leadership Development Programs – Class of Records

Innovation and Skills Development Branch

The mandate of the Innovation and Skills Development Branch is to help public servants acquire the skills, experience, and mindsets they need to pursue public service excellence in an environment of change. The branch activities include demonstration projects, experimentation, and research; leadership and business acumen learning products; and future of work and digital upskilling. The branch also supports various government-wide communities of practice.

Digital Academy

The School's Digital Academy was established in 2018 to help federal public servants gain the knowledge, skills and mindsets they need in the digital age. Learning topics include digital, digital government leadership, data, artificial intelligence, cloud computing, cybersecurity, human-centered and service design, the Agile approach, and product management. The Digital Academy supports public servants at all stages of their learning and at all levels of their careers through instructor-led and self-paced learning. The Digital Academy also offers learning events through a virtual exhibition space, micro-learning opportunities, as well as experiential learning through the CSPS Digital Accelerator.

Organizational Learning Services – Class of Records

Description: Information related to activities to enhance the performance and effectiveness of the public service by documenting and transferring innovations and best practices in public management; the provision of support and assistance to departments and agencies to help them to become learning organizations; collaboration with departments and agencies at the organizational level to support continuous improvement; the monitoring of international trends in public management; developments in public management in other countries; and liaison with institutions in other countries. Transferable Skills

The School provides learning through its Transferable Skills business line to help public servants develop portable knowledge and skills that are applicable inside and outside of government. But this business line is not just about skills; it's also about behaviours, mindsets and connecting. We offer a wide range of dynamic and forward-looking learning products and channels to help create a public service that is kinetic, connected and collaborative. Our offerings include project management, public and client engagement and change leadership, among others. The School sources, curates, partners, designs, develops and delivers learning under three streams: 

  1. Business Innovation - Provides public servants with dynamic business skills to help them develop and deliver projects and other initiatives that are portable across and beyond the GC. Our vision is to help public servants at all levels build knowledge, skills and mindsets to work in more open, agile, user-focused ways. This approach will help public servants adapt to change and empowers them to innovate, experiment, and deliver results to Canadians. Key subject matter areas we cover include: Project and Process Management, Foundational Business Skills, Virtual and Hybrid Work, and Experimentation and Innovation.
  2. Leadership Fundamentals - Helps public servants at all levels develop human-centered leadership skills, mindsets and behaviours they can apply in their workplaces on an everyday basis. Our vision is to grow the leadership capacity of all public servants in ways that enable, inspire and empower:
    • Helping learners lead change and foster individual, team and organizational resilience to thrive in an unpredictable world
    • Embracing human competencies needed today, such as vulnerability, emotional intelligence, and compassion
    • Understanding how to coach, engage and empower employees
  3. Future Skills - Aims to equip public servants with the soft skills that will allow them to easily navigate the workplace and become highly adaptable to constant change. Our curriculum provides learners with the tools needed to work with information and knowledge. Learners will better understand and be able to use complex information to communicate, collaborate and cooperate more effectively to achieve desired goals. Key subject matter areas we cover include: Briefing, Presentation Design, Problem Solving, Facilitating and Communications.

Public Sector Innovation

The Public Sector Innovation business line develops and enables innovative approaches to public sector management in partnership with departments and agencies. This includes working on regulatory artificial intelligence projects, providing behavioural insights, and delivering learning events that highlight the possibilities available to enhance our work as public servants.

Policy, Priorities and Partnerships Directorate

The Policy, Priorities and Partnerships directorate (PPPD) provides a range of policy services that share one common goal: to introduce public servants to the latest thinking, practices, and tools related to public sector management via practical learning experiences, such as policy research and advisory services, technology demonstration projects, and events. The PPPD comprises three main teams: the Surge Team (formally known as Priority Initiatives), the Geopolitics & National Security Learning Program Team (GNS), and the Policy and Strategic Relations Team (PSR). The Surge Team supports the President's Office and senior officials across the Government of Canada by supporting high-priority, time-sensitive and complex policy and innovation initiatives. The GNS Team provides topical learning to develop strategic leadership and critical thinking to public servants about the international and domestic issues affecting Canada's security and prosperity. The PSR Team enhances the School's engagement with academia and external organizations. It is also responsible for the School's internal policies.

Cooperation and Liaison – Class of Records

Description: Includes records related to formal and informal cooperation and liaison activities with other federal, provincial/territorial, municipal, and international governments/agencies, organizations, and academic institutions (where applicable) to ensure the effective management of horizontal initiatives, communicate institutional activities, and promote integrated approaches to developing and delivering institutional programs and services. May also include records related to coordinating programs for international delegations and visits, facilitating information exchanges in areas of common interest, sharing knowledge, expertise, and best practices, developing joint service delivery initiatives in partnership with other provinces and territories, reinforcing strategic partnerships with established partners and creating new networks of influence to expand and intensify ties with other governments and/or organizations, and building more strategic relationships to advance institutional interests and priorities. Communications and Engagement Directorate

The Communications and Engagement directorate is responsible for the delivery of communications advice and services and for the delivery of in-person and virtual learning events in support of the School's curriculum and business lines. Access to Information and Privacy and Parliamentary Affairs are also part of its responsibilities.

Marketing and Communications Services

Offers expertise and guidance to the business lines and other clients through a wide variety of services including marketing, web design, linguistics, and internal communications. The services support keeping employees aware of corporate priorities and engagement with public service learners through a variety of promotional channels.

Events and Multimedia Services

Supports the School's curriculum by offering timely learning and awareness opportunities to meet the current needs of public servants, as well as high-level outreach and community-building activities. Internal Services

Internal services constitute groups of related activities and resources that are administered to support the needs of programs and other corporate obligations of an organization. Acquisition Services

4. Appendix: Institution-Specific Personal Information Banks

Personal Information Banks are descriptions of personal information that are maintained by government institutions about individuals, in support of specific programs and activities. The Privacy Act requires that Personal Information Banks include all personal information that is organized and retrievable by a person's name or by an identifying number, symbol or other particular assigned only to that person. Personal Information Banks must also include personal information that has been or is being used, or is available for use for an administrative purpose.

Below are the Canada School of Public Service's institution-specific Personal Information Banks.

Integrated Learning Management System (I-LMS)

Description: This database is used to support a centralized portal for online learning courses and to provide individuals with online assessment tools. The database captures individual profile information; course and learning activity participation and results; and some automatically generated course testing and self-assessment results. The personal information collected includes the individual's name, work address, work telephone and fax numbers, e-mail address, department, job title, classification category and level, and preferred language. While accounts may be deactivated after a period of prolonged inactivity, account holders can request the reactivation of their accounts at any time by calling the Client Contact Centre.

Class of Individuals: Employees of governments and public sector institutions (federal, provincial, municipal and international).

Purpose: This information is collected to provide an automated tool for course registration, payment and learning activity utilization data. This tool is provided to enable I-LMS account holders to establish training needs and partake of professional development activities.

Consistent Uses: The personal information is used for I-LMS statistical and evaluative purposes. All disclosures require the individual's prior consent.

Retention and Disposal Standards: The information is retained by I-LMS as long as the I-LMS platform exists. Should the platform be discontinued, the information will not be disposed of until five years have passed.
