Distinguished fellow: Manon Fillion

Manon has been a faculty member at the School since January 2020. She gives leadership courses and teaches primarily in the executive development program, leveraging her impressive 28-plus years of experience in the public service. Manon's experience is mainly in finance, business process improvement and project management, with a particular interest in large, complex and highly decentralized departments. Manon started her career in the public service as an auditor with the Office of the Auditor General of Canada in 1991. Three years later, she joined Human Resources and Skills Development Canada (HRSDC) (now Employment and Social Development Canada [ESDC]), where she was involved in major projects on the re-engineering of financial activities. Manon continued her career at Global Affairs Canada, then contributed to the establishment of the new Shared Services Canada (SSC) as Director General of Finance. She later moved on to National Defence and the Canadian Transportation Agency as Assistant Deputy Minister of Corporate Services. Manon is an energetic and creative woman who loves a challenge. You might recognize her by her infectious laugh and her Saguenay–Lac Saint‑Jean accent.

Career highlights

  • First chief accountant at ESDC
  • Responsible for centralizing and automating processing of all post-dated cheques for HRSDC clients (over 80,000 cheques in ten provinces at Public Services and Procurement Canada in Matane, Quebec)
  • Instrumental in implementing the regional common services model in European missions
  • Contributed to the development of SSC's new transformation plan by developing a detailed financial structure for tracking departmental budgets and expenditures
