Distinguished fellow: Pablo Sobrino

Pablo Sobrino retired from the Public Service of Canada in 2015 after 38 years of service. He began his public service career with the Canadian Coast Guard as a navigation officer and hovercraft pilot, working his way through a number of positions in regions and headquarters to eventually become Director of Marine Programs.

In 2000, Pablo changed career paths. Executive positions at Fisheries and Oceans Canada and Canadian Heritage helped him build expertise in policy, finance and leadership. After five years as an assistant deputy minister, he spent his last year in the public service as an advisor and lecturer at the Canada School of Public Service. Since his retirement, Pablo has continued to contribute his experience and insight to the public service as an occasional consultant.

Pablo is married and lives in Ottawa. He enjoys watching his two youngest daughters grow and hearing from his two oldest when they call from across the country.

Career highlights

  • In 2000, working with First Nations communities to reduce conflict between Fisheries and Oceans and the communities over the management of salmon fisheries on the lower Fraser River
  • In 2009, as Assistant Deputy Minister, Strategic Policy, Planning and Corporate Affairs and Chief Financial Officer, Canadian Heritage: leading a major organizational transformation to eliminate a $30-million deficit and reengineering the business process for $1-billion worth of grant and contributions
  • Beginning in 2011, as Associate Assistant Deputy Minister, Acquisitions Branch, Public Works and Government Services Canada: procuring everything from clothing to food to office equipment to search-and-rescue aircraft to vaccines for all Canadians to repairs for Coast Guard ships to the government's financial and human resource systems to training products to satellites to travel discounts.
